What is the difference between pengesahan and filing for talaq?

How does pengesahan actually work?
A talaq pronounced outside the Syariah Court has to be reported, normally within seven days, so the court can register and confirm it.[1] You bring what evidence you have of the pronouncement to support your application.
This is not the court deciding whether to allow a divorce. It is the court recognising something that has already happened, once you show it happened.
How does filing a fresh talaq application work?
